  Uruguay as a whole is reasonably tech savvy.

  Two things hold it back: Access to inexpensive equipment, as none of it... it made here (it's taxed like hell) and poor internet bandwidth/speed. One can be fixed with money, the other can't. ...

  I feel fascist or socialist is mostly semantics at a practical level. A police state is a police state and the... Totalitarian path with a unique blend of socialism and fascism. But this is about UY, so enough said about N. America....

  I'm not sure about how free the press is, but the government has its issues. (Check the link above for... here are pretty good. But like many places in the world, the government leaves a lot to be desired.
