  Just a detail: the Uruguayan television system is PAL-N, not PAL-M. PAL-N is used in Argentina, Paraguay and Uruguay.... PAL-M is used in Brazil.

  The tax reform does not tax income from foreign source. But if you open a bank account in Uruguay, you'll have to pay... Uruguayan Treasury Bonds and you'll be exempted of the income tax (lower middle class Uruguayans cant't afford them)....
